Robert E. "Buzz" Portune is a Dayton native and 1970 cum laude graduate from Miami University (Oxford, Ohio) and 1973 graduate with honors from Duke University School of Law. Buzz started his practice in Cleveland in 1973 with Jones, Day, Reavis and Pogue and moved to Dayton in 1975 to join Estabrook, Finn and McKee. Buzz continued with Estabrook (and its successor Porter, Wright, Morris & Arthur) through 1997 when he formed Gottschlich & Portune, LLP with Gary Gottschlich and John Mohr. In addition to the State of Ohio, Buzz is also admitted to practice in the U.S. District Court for the Northern and Southern Districts of Ohio) and the U.S. Sixth Circuit Court of Appeals.
Buzz practices in the areas of general business, labor and employment, construction, public sector law, media law and First Amendment issues. During his 41 years of practice Buzz has provided ongoing representation to numerous public and private entities (including financial institutions) throughout the Miami Valley including work performed for offices and agencies of Montgomery County as well as various municipalities, townships and villages. Buzz provides labor representation and employment law guidance to his clients and has negotiated numerous collective bargaining agreements on their behalf. Buzz has served as Solicitor and Law Director for various townships, villages and cities in Montgomery County for over twenty (20) years.
Buzz also provides legal representation to national business operations headquartered in Dayton as well as to general contractors and in the past has represented various news media organizations. Buzz is experienced in and has appeared in matters before the Ohio State Employment Relations Board (SERB) and National Labor Relations Board (NLRB); has extensive experience in labor arbitration in matters before the American Arbitration Association (AAA) and Federal Mediation and Conciliation Service (FMCS); and handles discrimination claims before the Equal Employment Opportunity Commission (EEOC) and Ohio Civil Rights Commission (OCRC). Buzz has also handled workplace death and injury matters before the Occupational Safety and Health Administration (OSHA), construction disputes before the American Arbitration Association (AAA) and governmental contract issues before the Armed Services Board of Contract Appeals.
Buzz recently appeared as a Panel Speaker at the August 21, 2014 Ohio State Employment Relations Board (SERB) seminar on “Ohio Public Sector Fact Finding” during the labor negotiation process for public entities and has authored the work Media Relationships in the Post 9-11 World – Have Changes Impacted Newsgathering and Reporter Privilege, which appeared in the Ohio Northern University Law Review, Vol. XXXII, No. 3 (2006).
Buzz is a member of the Ohio State and Dayton Bar Associations and is an accomplished bagpiper with the St. Andrews Pipes and Drums. Buzz has also served as a Trustee and legal counsel for Womanline of Dayton, Inc., (a crisis counseling center) since 1992.
