Graduated with a B.A. in English and Philosophy from the College of William and Mary in 1985. She graduated from the University of Virginia School of Law in 1988. She was admitted to the Virginia State Bar in 1988. She is admitted to practice in the U.S. District Court, Eastern District of Virginia, U.S. District Court, Western District of Virginia, U.S. Bankruptcy Court, Eastern District of Virginia, and the U.S. Court of Appeals, 4th Circuit. She is a Fellow in the Litigation Counsel of America, the American Academy of Adoption Attorneys and the American Academy of Assisted Reproductive Technology Attorneys. She is a member of the American Association for Justice, the Virginia Trial Lawyers Association, the Virginia State Bar, the Richmond Bar Association, the Metropolitan Richmond Women’s Bar Association, the Richmond Women’s Business Consortium, and the National Association of Women Business Owners.
When asked what kind of law she practices, Colleen Quinn answers: building families and re-building lives. That is because she is a leader in the law in not just one but several practice areas: adoption-surrogacy and in personal injury and employment law. Over the years, Colleen founded the Quinn Law Centers which are now located at Locke & Quinn and include: the Adoption & Surrogacy Law Center, the Women’s Injury Law Center and the Personal Injury and Employment Law Center. She excels in all these areas of the law, having made outstanding contributions to the practice of law, making significant achievements, providing leadership in improving the justice system and providing important contributions to the legal community and community at large.
Colleen Marea Quinn is a director and equity owner in the law firm of Locke & Quinn, and has achieved an AV rating, the highest given, by Martindale Hubbell. She was honored in 2009 as a Leader in the Law by Virginia Lawyer’s Weekly, in May 2009 by the Richmond NAWBO Enterprising Women of Excellence Awards as a Finalist for the Altria Rising Star Award, and in 2008 with the Congressional Angels in Adoption award. She has been recognized as a Super Lawyer in 2006, 2007, 2008, 2009 and 2010 by Richmond magazine and, in 2005 by Virginia Business magazine as one of Virginia’s Legal Elite.
Litigating cases since 1989, Ms. Quinn represents clients in all aspects of personal injury including motor vehicle accidents, premises and product liability cases, assaults and batteries, sexual assaults, wrongful deaths, industrial accidents and complex actions. She is especially familiar with serious injuries including sexual assaults, head injury or traumatic brain injury (TBI) cases as well as spinal cord injury cases. Ms. Quinn brings a rare blend of prior experience in insurance defense and coverage issues and ongoing practice in employment law to her personal injury practice. She also handles employment cases for both employers and employees, handles insurance coverage issues and litigates civil rights cases.
Colleen Marea Quinn also has provided representation to hundreds of adopting parents, birth parents, adoptees, intended parents, surrogates, gestational carriers and egg donors since 1989. She has litigated numerous contested adoption and assisted reproductive technology cases; has been hired and qualified as an expert witness in adoption law; and has been hired as an expert witness in surrogacy law. She maintains her guardian ad litem certification through the Virginia Supreme Court.
She is a Fellow, and on the Board of Trustees, of both the American Academy of Adoption Attorneys (AAAA) and the American Academy of Assisted Reproductive Technology Attorneys (AAARTA), both select groups of attorneys with rigorous standards for membership. She speaks frequently at AAAA Annual Meetings, is the current AAARTA Membership Chair, was Chair of the AAAA 2007 Annual Convention, served on the AAAA ARTS Taskforce and Committee, and was Chair of the Birth Parent Representation Committee from 1999 to 2003. In 2003, she published the AAAA Representing Birth Parents Handbook. She is the co-author of the recent Fifth Edition of the Virginia CLE Adoption Procedures and Forms book and co-editor of the Fourth Edition. She served as program chair and moderator for the first Lorman Adoption Seminar in 1997, for the first Virginia CLE Adoption Law Seminar in 1999 and for all subsequent programs. Ms. Quinn has qualified and served as an expert witness in adoption law in the Virginia court system and has been hired and deposed as an expert witness in surrogacy law. She is certified as a court approved Guardian ad Litem.
Ms. Quinn received her J.D. from the University of Virginia in 1988, and her B.A. from William and Mary. Upon law school graduation, Ms. Quinn served as Judicial Clerk to the Honorable Harry L. Carrico, Chief Justice of the Virginia Supreme Court. She is a member of the Virginia Trial Lawyers Association, having served on its Board of Governors. Within the VTLA, she serves on the CLE, Insurance and Amicus Committees, and has prior service as Co-Chair of the Diversity Committee, as Chair of the Employment Law/Civil Rights Section, and on the Convention Committee. She regularly speaks to and trains both lawyer and non-lawyer groups. In addition to the VTLA, she has served as a faculty member and program moderator on CLE Committees for the Richmond Bar and Virginia State Bar since 1997. She is a Fellow of the Litigation Counsel of America and has qualified for the Multi-Million Dollar Advocates Forum. She is also a Board member for the National Association of Women Business Owners; Board member/Treasurer of the Metropolitan Richmond Women’s Bar Association (previously, Chairperson of its Judicial Candidate Endorsement Committee) and Board member/Vice-Chairperson of the Richmond Women’s Business Consortium. Her membership in other associations includes: the American Association for Justice, Virginia Bar Association, American Society for Reproductive Medicine (ASRM), and the Egg Donor and Surrogacy Professionals Associations (EDSPA). Ms. Quinn is admitted to the practice in all state and federal courts in Virginia.
A strong believer in community involvement, Ms. Quinn has devoted time and energy to various civic activities such as domestic violence training and education for various organizations, participation in various externship, internship and mentoring programs (including for William & Mary Law School, UVA Law School, Howard University Law School, University of Richmond Law School and the J. Sargent Reynolds Paralegal Studies Program, service to the YWCA (having served on the Advisory and Nominating Committees, as Chairperson of the Personnel Task Force, and as a former Board member and Board President); Christ Church CARITAS and other projects, and Leadership Metro Richmond (of which she is a 1996 graduate). She teaches aerobics, has coached soccer and Destination Imagination, and is otherwise busy as the mother of twin boys. In 1999, she received the Top Forty under 40 award from Inside Business Magazine for her civic involvement and professional achievements.
Ms. Quinn has qualified as an expert witness in the area of adoption law in the Commonwealth of Virginia courts and has been hired as an expert witness in the areas of both adoption and ARTS law. She also is a certified guardian ad litem in the Virginia courts.
