Brita Strandberg is co-Chair of the Audits and Enforcement practice at Harris, Wiltshire & Grannis LLP, where she focuses on representing communications and technology clients before the Federal Communications Commission and federal courts.
Ms. Strandberg represents traditional telecommunications providers in matters of domestic and international regulatory strategy and compliance, and represents providers of a wide array of new technologies and services including VoIP, cloud communications, unified communications, online collaboration, software as a service, machine-to-machine communications, social networking, and eCommerce. She helps innovators and new entrants address the difficult challenges that arise when emerging services do not fit neatly into traditional regulatory boxes.
Universal Service. Ms. Strandberg advises clients in connection with all aspects of the Universal Service Fund. Her work spans advocacy, compliance, audit and enforcement matters arising from both USF contributions and distribution of USF support. Ms. Strandberg has been retained as an expert on Universal Service obligations, and regularly speaks on USF obligations and policy.
Audits and Enforcement. Ms. Strandberg has successfully represented a broad range of clients facing FCC enforcement inquiries, Office of Inspector General investigations, regulatory audits, and litigation arising from regulatory compliance obligations.
VoIP and IP Communications. Ms. Strandberg’s clients include emerging and established providers of VoIP and IP communications. In addition to providing advocacy and compliance advice, she helps clients understand the impact of regulatory obligations on their business and their competitors so clients can compete fairly and effectively.
Regulatory Advocacy. Ms. Strandberg has broad experience advocating for her clients before the FCC in areas including USF, numbering rights, emergency calling, disability access, intercarrier compensation, IP interconnection, and TRS and other regulatory fee obligations.
Regulatory Compliance. Ms. Strandberg regularly assists clients in meeting the complex and ever-changing regime of federal and state regulatory obligations faced by communications providers. She helps traditional carriers, VoIP providers, and innovative new entrants understand obligations including USF, emergency calling, law enforcement access, disability access, intercarrier compensation, interconnection, service discontinuance, and rural call completion. Ms. Strandberg also supports multi-national compliance efforts by identifying and coordinating non-U.S regulatory counsel.
Market Entry and Transactions. Ms. Strandberg helps clients seeking to form, acquire, or transfer regulated telecommunications providers. Her work includes strategic advice in advance of transactions, due diligence and related advice, and assistance with regulatory applications and approval.
Ms. Strandberg rounds out her communications and technology practice with her background in complex litigation, civil rights, and administrative law. After law school, Ms. Strandberg clerked for Judge W. Wayne Justice of the Eastern District of Texas and Judge David S. Tatel of the U.S. Court of Appeals for the D.C. Circuit. Ms. Strandberg graduated from Princeton University and Yale Law School, where she was Managing Editor of the Yale Law Journal. Ms. Strandberg is a member of the Federal Communications Bar Association’s Enforcement Committee and formerly served as a member of its Wireline Committee.
